The land of the white revolution
North Gujarat is the heartland of India’s dairy cooperative movement, and Mehsana is one of its great pillars — home to a vast district milk union that gathers milk from thousands of village societies. The idea is simple and transformative: farmers pool their milk, share the profits and own the enterprise. It is the model that powered the “white revolution,” made India the world’s largest milk producer, and lifted rural livelihoods across the region.
Farmers who built an industry
The model began with small farmers who had no bargaining power against private milk traders, and who organised village societies to sell collectively instead.
Each village society is owned by its members, who pool their milk and share the profit — the union above them is owned in turn by the societies.
Mehsana's district union grew into one of the largest in Asia, gathering milk from thousands of village societies twice a day.
Scaled nationally as Operation Flood, the White Revolution made India the world's largest milk producer, and the Gujarat unions were its template.
